What the growth of e-mobility means for product safety testing

Electric scooters and bikes are now part of everyday city travel. We look at the safety questions manufacturers, importers and retailers should be asking before a product reaches the street.

Shared scooters, privately owned e-bikes and compact electric mopeds have changed how people move around cities. That growth has arrived faster than many supply chains were prepared for, and it has put a spotlight on a product category where a single failure can cause a fire, a fall or a serious injury.

The risks are well understood in principle. Lithium-ion battery packs must tolerate charging, discharge, vibration, impact and temperature extremes without venting or igniting. Frames, forks and folding mechanisms carry fatigue loads over thousands of kilometres of uneven road. Brakes, lights and controls have to behave predictably in the rain and in the dark. Each of these is covered by international product safety standards, but a standard is only useful if the product in the box has actually been tested against it.

In our laboratories we see two recurring problems. The first is documentation that refers to a test on a different model, an earlier battery supplier or a component that was later substituted for a cheaper one. The second is a report that looks right but was never issued by the laboratory whose name appears on it. Both leave a retailer holding a product it cannot honestly say is safe.

For manufacturers, the answer is to build testing into the development cycle rather than treating it as a final hurdle. Battery packs, chargers and complete vehicles should be tested as the combination that will be sold, and any change to a cell, a battery management system or a charger should trigger a review. Factory inspections then confirm that what leaves the production line matches what was tested.

For importers and retailers, due diligence starts with the paperwork. Ask for the full test report rather than a one-page certificate, check that the model and variant match, and confirm the document with the laboratory that issued it. E-mobility is a positive development for cities, and the vast majority of products on the market are built with care.
